Tiivistelmä
The aim of this study is to give insight on the media representations of the PISA survey in Finland and the UK. More specifically, to discover how the survey is regarded and portrayed by the media as a useful tool in developing education systems and curricula. Finland and the UK were chosen as objects of the study in order to ascertain whether or not the opinions and attitudes might be reflected in the scores countries receive in the PISA survey; Finland has generally been at the top of the PISA scores while the UK’s performance has not been as good. As the constancy of these opinions and attitudes towards the survey was also of interest to this study, the articles included in the analysis are gathered separately from around the time of the publication of the PISA 2012 and 2015 results. In order to have similar sources, the material was collected from the national newspapers Helsingin Sanomat and The Guardian, the national news agencies YLE and the BBC News, but also from the regional newspaper of Kaleva in order to have more abundant material from Finland. The overall number of articles included in the analysis is 77, 40 of which are from Finland and 37 from the UK. The analysis of the material was conducted mainly with the help of Critical Discourse Analysis, van Leeuwen’s (2008) categories of legitimisation and the study of visual images as part of discourse. Drawing on these theories it was discovered that the importance of the PISA survey was mostly highlighted overall by discussing the results themselves and the multitude of reforms these result caused, which also suggests the survey is regarded as a useful tool in improving education. Overall, the major themes arising from the entire material collected were very similar; therefore it can be argued that the image conveyed by the media does not change between the two time periods studied. However, the stances taken were not static even within one article, but could argue that the survey is too narrow in what it studies and that it has negative consequences, while also deeming it important. As this was the case both in Finland and the UK, it cannot be argued that the media representations of the survey are uniform or connected to the scores each country receives. The main difference between Finland and the UK seemed to be the connection the UK media made between good PISA results and a stronger economy. In addition to discussing the importance of the survey and questioning it, another major theme emerging from the material was the so called ‘PISA shock’ that has led many countries to a flurry of reforms and a search for reasons behind unsatisfactory PISA scores. As the aim of this study was not to produce measurable results and the material was purposefully selected, the present study is both qualitative and descriptive and efforts to contribute to the existing study on the PISA survey that has previously mostly concentrated on its results rather than the image of it that the media conveys. Hopefully this study will provide a platform for further studies into the media representations of the PISA survey.
