Tiivistelmä

Työn tavoitteena on perehtyä aluksi jätehuollon tilaan Euroopassa ja tarkemmin Suomessa. Päähuomio on kuitenkin Euroopan unionin kiertotalouspaketissa ja sen aiheuttamissa vaikutuksissa Suomeen. Kiertotalouspaketin sisältö käydään läpi ja esitellään, mitä toimia sen tavoitteiden saavuttamiseen täytyy tehdä. Viimeisenä pohditaan, kuinka Suomi voi saavuttaa kiertotalouspaketin asettamat vaatimukset ja ovatko jotkut asiat paremmin jo nyt. Myös paketin toimeenpanon aiheuttamia haasteita käydään läpi ja lopussa vielä sitä, kuinka haasteista voidaan päästä yli. Viimeisessä kappaleessa on pohdintaa siitä, kuinka Suomi voi hyötyä kiertotalouspaketista ja koko kiertotalousajattelumallista.

Työ toteutettiin kirjallisuusselvityksenä. Työssä käytettiin eniten Euroopan unionin ja komission omia julkaisuja sekä Euroopan unionin direktiivejä ja Suomen jätelainsäädäntöä. Tätä kandidaatintyötä tehdessä tuli ilmi, että Euroopan unionin jäsenmaat ovat hyvin eri vaiheissa matkalla kiertotalouteen. Päähuomio tässä työssä oli kuitenkin se, että Suomi voi päästä kiertotalouden kärkimaaksi, mutta työtä on vielä paljon niin kuluttajien ajatusmallien muuttamisessa kuin kierrätysasteiden nostamisessa. Myös Euroopan unioni on esittänyt huolensa Suomelle tavoitteisiin pääsyn suhteen. Kiertotalous on kunnianhimoinen tavoite, mutta välttämätön Suomelle ja muulle maailmalle vähenevien resurssien ja lisääntyvän jätemäärän takia.

Circular economy package : opportunities and challenges in Finland

Abstract

The aim of this thesis is to first get acquainted with the state of the waste management in Europe and especially in Finland. However, the focus is on the European Union’s circular economy package and its implications for Finland. This thesis will introduce contents of the circular economy package and actions which had to be done to achieve the goals. Finally, there will be some ponder how Finland can meet the requirements of the circular economy package and whether some things are better now. The challenges, which the package will cause for Finland, will be introduced and in the end how to overcome them. The last section discusses how Finland can benefit from the circular economy package and the whole circular economy thinking model.

This thesis is a literature review. The review was based on publications by the European Union and the Commission, European Union directives and Finnish waste legislation. As part of this Bachelor’s thesis, it became clear that the Member States of the European Union are at very different stages on their way to a circular economy. The focus of this work, however, was that Finland could become a leader in the circular economy, but there is still a lot of work to do to change consumers’ mindsets and increase recycling rates. The European Union has also expressed its concern about Finland’s achievement of the targets. The circular economy is an ambitious goal, but necessary for Finland and the rest of the world due to decreasing resources and increasing the amount of waste.
