Tiivistelmä

Tämän kandidaatintyön teoriaosuudessa perehdytään jätehuollon ja lajittelun ohjauskeinoihin, joita ovat EU-direktiivit, jätelaki, tuottajavastuu, valtakunnallinen jätesuunnittelu ja kunnalliset jätehuoltomääräykset. Työn tutkimusosa perustuu Kiertokaari Oy:n polttokelpoisen jätteen lajittelututkimuksiin vuosilta 2016–2018, joiden mukaan jätteiden syntypaikkalajittelua voidaan vielä tehostaa. Lajittelun tehostaminen on tärkeää raaka-aineiden talteenottoa ja uudelleenkäyttöä varten. Lajittelulla voidaan myös säästää luonnonvaroja ja ympäristöä sekä torjua ilmastonmuutosta.

Tutkimuksessa selvitetään, miten jätekustannukset muuttuvat lajittelun tehostuessa. Oletuksena on, että polttokelpoisen jätteen tehokas lajittelu pienentää myös jätekustannuksia. Tutkimuksessa mukana olleiden erikokoisten rivi- ja kerrostaloyhtiöiden jätekustannusten tiedot kerättiin kolmelta eri isännöitsijätoimistolta. Saaduista tiedoista laskettiin taloyhtiöiden toteutuneet jätteen käsittelykustannukset, kustannukset tehostetun lajittelun jälkeen ja taloyhtiöiden säästöpotentiaalit sekä kaikkien edellä mainittujen keskiarvot taloyhtiöiden eri kokoluokissa.

Tutkimustuloksista saatiin selville lajittelun pienentävän käsittelykustannuksia yleisemmin noin 30–40 % alkuperäisistä käsittelykustannuksista. Tutkimustulosten toivotaan lisäävän lajitteluinnokkuutta taloyhtiöiden asukkaissa. Tulosten toivotaan myös vaikuttavan jätehuollon suunnitteluun niin, että taloyhtiöt panostavat jatkossa kierrätyskelpoisten jätejakeiden keräykseen huolehtimalla tarvittavan määrän jäteastioita kierrätettäville jätejakeille.

The cost analysis of sorting recoverable waste

Abstract

The theoretical part of this Bachelor’s thesis examines policy instruments of waste management (relating to waste sorting), such as EU directives, waste law, producer responsibility, nationwide waste planning and municipal waste management regulations. The research part of the thesis is based on Kiertokaari Oy’s research on the sorting of combustible waste from 2016 to 2018. According to this research waste sorting can be further improved. Increasing sorting efficiency is important for the recovery and reuse of materials. Sorting can also save natural resources and the environment and combat against climate change.

The study examines how waste costs change as sorting becomes more efficient. It is assumed that efficient sorting of combustible waste will reduce waste costs. The data of the waste costs from the different sized terraced and apartment block companies in the study were collected from three different property management firms. The data included the actual waste treatment costs of the terraced and apartment blocks, the costs after more efficient sorting and the potentials savings of the housing companies. Also, the averages of all the above were calculated for the different size classes of the housing companies.

The results of the study showed that sorting generally reduces processing waste costs by 30–40% compared to the original processing costs. The results are expected to increase residents’ sorting enthusiasm in housing companies. The results are also hoped to influence the waste management planning so that the housing companies will invest in the collection of recyclable waste by providing the required number of waste bins for recyclable waste.
